The Pollution Prevention Act of 1990 declares that "pollution should
be prevented or reduced at the source whenever possible."
This can include new technologies that save energy and other resources, product reformation or substitutions that use less toxic materials, and new procedures or modifications that reduce pollution and ensure the safety of human health and our environment. EPA recognizes that recycling can be an important first step in reaching the ultimate goal of source reduction. The opportunities for pollution prevention are abundant in all sectors of economic life - in industry, agriculture, transportation, consumer products design, in transportation and energy, and in our homes, schools, offices, stores and factories.
